Bylaws
Article 1:  Name and Objectives
Section 1. 
The name of this organization shall be "Fort Bend 4-H adult Leaders, Parents and Friends".  For purposes of reference in these Bylaws, the organization shall be referred to as the "Organization".

Section 2.  Address:  P. O. Box 1243; Needville, Texas  77461

Section 3.
  This shall be a nonprofit organization for the purpose of promoting education through 4-H club work.

Section 4.  The objectives of this Organization are:
  • to help youth grow and develop through 4-H activities and
  • work toward the betterment of home, community, county, state, nation, and world
  • to serve as a channel through which the wishes and beliefs of 4-H leaders in the county may be communicated to the County 4-H Staff and to the District and State Volunteer Leaders Association of Texas
Article II:  Membership
Section 1.  Membership includes 4-H club and project leaders, parents of 4-H members, friends and any community individual interested in supporting 4-H.  Interested individuals may become a leader by filling out an Adult Leader Enrollment Form and meeting Youth Protection Standards at his or her expense.

Article III:  Officers and Elections
Section 1.  Duties of the officers shall be as follows:
1.  The Chairman:
  • prepares a written agenda for each meeting
  • presides over the meeting (begins on time, conducts meetings in an orderly fashion, encourages members to participate, closes meetings on time)
  • shall be responsible for the safekeeping of records of the Organization during the term of his or her office
  • follows up on plans that were made by the Organization
  • plans for and holds elections as recommended in the current Bylaws
  • appoints committees and serves in an advisory role
  • attends District Volunteer Leaders Association meetings
  • nominates Organization members to serve on the 4-H Program Development Committee upon approval from the Organization
  • ensures annual review of Bylaws and Awards Handbook
2.  The Vice-Chairman:
  • Shall preside at any meeting in the absence of the Chairman; replaces the Chairman if the chair is vacated.
  • attends the District Volunteer Leaders Association meetings
  • represents the Organization when asked by the Chairman
  • assists in developing an agenda
3.  The Secretary:
  • maintains current records and membership roll
  • records  minutes, and maintains a list of committees, their members and reports
  • minutes shall be typed and distributed via email to all members within 10 days after each Organization meeting
  • approved  minutes are signed by the Secretary and Chairman
  • inform the Chairman of unfinished business
  • assists in developing an agenda
  • Shall preside at any meeting int he absence of the Chairman and the Vice Chairman
  • has a copy of Bylaws available at each Organization meeting
4.  The Treasure:
  • maintains current financial records of the Organization
  • receives and deposits all funds for the Organization within three (3) business days of receipts
  • process and pay bills in a timely manner
  • shall reconcile the Organization's bank statements on a monthly basis
  • checks must be co-signed by the Treasurer and one (1) other officer
  • ensures that all accounts are getting the best return on monies invested
  • provides financial reports for every regularly scheduled meeting or as requested
  • serves as a member on the Budget Committee
  • prepares treasurers records for audit
  • treasurer will be bonded at the Organization's expense
  • assists in developing agenda
A.  The current membership shall elect the officers for the next term.  Prior to the May meeting, the Chairman shall name a nominating committee of three (3) persons.  The Nominating Committee shall nominate at least one (1) person for each of the offices and shall verify that those placed in nomination will serve if elected.

B.  Term of office shall be two (2) years, from September 1 through August 31.
  • Nomination for officers shall be in May.
  • Chairman and Secretary elected in odd years, starting September 1, 2005
  • Vice-Chairman and Treasurer elected in even years, starting September 1, 2006
C.  Officers shall be elected by secret ballot at the July meeting of the Organization

D.  No officer may serve more than two (2) consecutive elected terms in the same office.
